The 22-year-old, who was released by Brighton at the end of last season, is said to have completed the formalities on his move at lunchtime today when he underwent a medical and that he has agreed a two-year deal.
Shrews manager Paul Simpson told the paper, "Jake is a player who I've liked for a number of years and I've kept an eye on how he's been developing.
"He's a young lad who got into the Brighton side at a very young age, played a number of games for them and did very well.
"He was always thought of as a bright young player but just seemed to lose his way a little bit and fell out of favour.
"I thought he did well when he came on against us in the Johnstone's Paint Trophy game here last season and I tried to bring him into the club before the loan window closed, but we couldn't manage to do that.
"He then went to Aldershot (on loan) and did very well, and got to know this league."
Shots manager Gary Waddock had been keen to recruit the players services on a permanent basis but had admitted his side could not match the terms that he had been offered at the Prostar Stadium.
