Conference National newcomers Lewes will compete at Combination level for the first time, as will Salisbury City.
Gillingham return after a two season absence while Bristol Rovers, Milton Keynes Dons, Norwich City and Grays Athletic have all withdrawn.
Teams will play one another on a home and away basis. Championship sides only will compete in an Invitation Cup.
