The former Swansea man went on to play for Irish side Drogheda United before signing for the Grecians and also has semi-professional caps for Wales under his belt.
Todd said: "I would like to thank Paul Tisdale and Steve Perryman at Exeter for all they have done for me, but now I am fully focused on Paul Buckle and Torquay United and having a successful season."
Meanwhile, Tony Bedeau has returned to Plainmoor after a spell with newly promoted League One side Walsall.
"It is great to be back. I have been really impressed by the club," added the veteran frontman.
"It has changed a lot since I was here. I am looking forward to the new season working for Paul and his team."
