Fans of the Robins viewed Whalley's initial signing by then manager Andy King as a major coup for the club, but a catalogue of injuries have limited the midfielder's first-team involvement.
The one-time Cardiff City and Wigan Athletic man has made a miserly two appearances for Swindon this season, prompting manager Paul Sturrock to dispense with his services.
Despite a three-year contract, Sturrock has told the 33-year-old he is free to join another club. Whalley insists he will only leave the club should he be offered a generous enough deal to allow him to take care of his family.
"They are taking a look at him because he knows he has to find another home and this may be an option for him," Sturrock told Swindon's official website.
Halifax currently find themselves in the drop-zone in the Nationwide Conference but are desperate to get back into the Football League.
Signing a player of Whalley's quality may just be the boost the Shaymen need to ease their relegation woes.
