Former Aldershot boss Terry Brown and Gravesend & Northfleet manager Liam Daish were both strongly linked with the vacant post recently, but the club's new director Colin Lippiatt has decided to appoint Gray instead.
The 52-year-old had a successful playing career with Leeds United and Nottingham Forest, and earned 32 caps for Scotland.
Gray also has an impressive record in management, having previously managed Darlington and leading Farnborough to the Conference South play-offs.
