The Kidderminster Harriers midfielder informed Allen yesterday morning that he would be declining his offer and moving elsewhere.
Despite making only two additions to the squad during the summer months, Allen insists there is still time to strengthen his squad before the new season gets underway.
"Chris was just one of a number of players we have been talking to," said Allen. "I've got several other targets and I am also speaking with number of clubs about possible loan deals, so there are still plenty of irons in the fire."
Allen has so far added young Spurs winger David Hutton and Kidderminster Harriers striker Justin Richards to his squad.
After confirming the signing of Richards, Allen said he hoped to make one more permanent addition before looking at the loan market.
With out-of-contract players officially released from their clubs on June 30, he is expecting the transfer race to hot up in the coming weeks.
"There's not a lot of movement in the whole country at the moment from the top down and we're no different," said Allen.
"We have to sit tight, take our time and see what becomes available.
"Then I've got to wait and see what I can afford."
Top of the list of his targets is likely to be a central midfielder, while he will be keen to supplement his forward options as Richards and Elvis Hammond are the only senior strikers contracted to the club.
After centre-half Shane Duff signed a one-year deal last week, Allen is unlikely to be in the market for a defender.
"Our defence seems to be right now," he said. "We now need to look at midfield and forward players."
