23-year-old Ealing-born left back has signed a two-year deal. The transfer is subject to a fee and will be set by a Football League tribunal if the two clubs are unable to come to an agreement.
Manager Dean Holdsworth told Premium Shots, "Strakes said to me that he wanted to move on and have a change of scenery. He had been at the club five years and I think we got the best out of him. He has become an international and I am not surprised that he has gone to Southend.
"I would like to thank Strakes for his time at the club and wish him all the best for the future. He has been a fantastic player for us and we have played our part in developing him."
