Turner has let the forward leave Edgar Street and Sills has signed a two-year deal to play in the Conference with Torquay.
"Everything about Torquay is on the up - it is a good club, there has been a change of management and they wanted me," Sills told the club's official website.
"I came down and looked at the area, and it is a great place to be, down by the seaside. Who would not be happy?
"I had a few options open to me, but I moved my family last year and it has to be right for all of us.
"I am 100 per cent sure I made the right decision."
